looks like Sister Mary was right...
The city of Nitro is looking at instituting a new user fee.

It is NOT a user fee. It is an emergency service fee. Most cities charge them. The citizens of Nitro will not be charged. If, for example, the Nitro Fire Dept is called to a fire OUTSIDE the city, there will be a charge. Same for police to control a wreck or whatever. You won't pay it, insurance companies pay these fees all the time, they are very common. If you have a wreck on I64 and Nitro responds, your insurance will remit.
Nitro used to charge these fees and for some unknown reason stopped doing it.

Does this mean that if you are not a resident of Nitro but are driving through Nitro and have an accident and police, fire, or rescue has to respond that you are going to be charged, as a non-resident, for the call?

I think it does, not sure if it applies to everyone or just businesses.
I think it is more useful for things like the tire fire, the Bayer explosion...if there were a fire in the donut hole area and such as that. They need a way to recoup losses for things like that. BUT...If I were doing it it would apply to everyone. It really is not unusual to be billed for emergency services anymore. I had a wreck in Huntington last year and they billed me for the responders...( it was a small fee, probably didn't even cover gas ) the insurance company paid it without even thinking so it must be fairly common. Besides it's Robb's idea and he should know what he is doing, don't you think?

This isn't going to make much of a difference. If emergency responders have to respond to a fire in the donut hole, or if there is a fire like the tire fire, Nitro gets reimbursed by their insurance companies. (Nitro didn't lose any money in the tire fire.) Joe Savilla admitted that to Mr. Carper during the last annexation meeting in Charleston.

This new fee was probably designed for the donut hole. The donut hole uses very little, if any, of Nitro's services. They do not have their trash picked up by the city; if ambulance, etc., are called, they are paid for by the hole's insurance company or the private individual. Not many people from Nitro work there but do purchase gasoline/lunches/etc from Nitro establishments.

Only thing I can see at this point is that people might think twice before coming to Nitro from other cities to do their antique shopping (that's about all that is here) except for Walmart. Most of the bingo players are from other cities, too, so when they get wind of this, that might put a small dent for some of them coming here.

I personally don't have a problem with the fee because I'm a Nitro resident. Other people from surrounding cities might not feel that way though.

I guess if everyone else is doing it, Nitro might as well. But I don't think it is going to bring in a lot of revenue.

I don't think it is intended to bring in a lot. More to defray costs a bit.
The donut hole businesses irritate me no end....just like the 50K check and the so called contract. They have not given this city another nickle since then. I still say they will need us one day and I hope they don't have us. They sould pay their share as well as anyone else.

The City of South Charleston instituted this fee about 3 years ago and brings in about 8,000-10,000 per year. It is intended to defray costs. The Charleston Fire Department has been billing for at least 8 years and most of the volinteer fire departments bill also. As far as the doughnut hole goes, we have one in South Charleston that is called Country Club Village Apartments. If there is a need for the fire department they call the Davis Creek Volunteer Fire Department. It is not in the city limits, so therefore the South Charleston Fire Department will not respond.

Perhaps if the previous council had not dragged their feet on signing the contract and Bill Clark had not made statements like they should still be annexed the donut hole would continue to participate in giving Nitro money. There's always 2 sides to every story.

Bear...I think Nitro should refuse to respond to the Donut Hole as well, but so far they haven't. They are far too nice about it! These businesses have gotten away with this for years...they get city services without paying city fees like the rest of us. Sis seems to think they are honorable and would pay their fair share if coddled.....they NEVER have been. They have lied for many years and should be forced to become part of the city or be denied any and all assistance from us...PERIOD!

Sis...all of them. They use the same Police and Fire dervices we do and pay nothing!

Stoney ... a fee for services like most other municipalities have,NOT a USER FEE such as a 2 dollar danny fee( as the threads title suggests)!

Freddy, i just called it what the artical called it. either way it a NEW stream of revenue that Nitro never had.

Since she is wrong about the reference above to a USER fee ( if in fact she even said that ), WHAT are you referring to? Right about what?
